Overview

JOB PROFILE:

Reporting to the Zonal Manager, the Principal Business Officer II is responsible for driving zonal business growth, overseeing business operations, and safeguarding portfolio quality and financial performance. The role ensures alignment of business development, credit oversight, and project implementation with the bank’s strategic objectives and DFI mandate.

The Officer leads strategic stakeholder engagement within the Zone, building and managing high-level relationships with government institutions, regulators, private sector actors, and development partners to unlock financing opportunities and strengthen institutional presence. The position demands strong leadership, sound judgment, and the highest standards of integrity in delivering sustainable and impactful results.

DUTIES & RESPONSIBILITIES:

1. Business Development Management

  • To monitor the implementation of policies, procedures, decisions and strategies for financing development projects and activities in respective zone
  • To provide technical support to developmental activities and clients financed by the bank
  • To participate in monitoring and evaluating on-going and completed projects in respective zone
  • To seek and evaluate business opportunities in respective zone
  • To monitor the implementation of credit and related policies, processes and procedures
  • To ensure applications for loan/credit are reviewed and approved accordingly
  • To control overdrafts relating to projects and development activities in respective zone
  • To ensure that information on development financing is adequately made available in respective zone
  • To develop and implement work plans for the zone
  • To develop and maintain beneficial business relationships with corporate and clients
  • To maintain good working relationships with other divisions, departments and units as well as external stakeholders
  • To perform any other related duties as may be assigned by the Supervisor.

2. Strategic Stakeholder Management

  • Represent the bank at high-level government, regulatory, and sectoral platforms, policy dialogues, and development forums.
  • Build, manage, and deepen strategic relationships with Ministries, Departments, Agencies, regulators, and priority private sector actors.
  • Design and operationalize a structured stakeholder
  • engagement framework aligned with national development priorities.
  • Provide strategic market intelligence and policy insights to Executive Management.

3. Government & Institutional Partnerships

  • Identify and originate strategic interventions across priority sectors, particularly agriculture, social sectors, and inclusive growth initiatives.
  • Facilitate coordination and synergies among value chain actors to enhance productivity, competitiveness, and financial inclusion.
  • Oversee implementation and performance monitoring of strategic government programs within the Zone.

4. Public Engagement & Brand Visibility

  • Represent the bank in strategic public engagements, conferences, industry forums, events, and policy roundtables.
  • Drive initiatives that enhance brand visibility and stakeholder confidence within the Zone.
  • Strengthen strategic communications with key partners and ecosystem players

CORE COMPETENCIES & SKILLS

  • Demonstrated expertise in Strategic Business Development and high-level negotiation within complex financial and institutional environments.
  • Strong knowledge of Project Financing and Credit Analysis, including structuring, appraisal, and risk assessment.
  • Proven experience in Monitoring and Evaluation (M&E) of projects and performance outcomes.
  • Advanced capability in Stakeholder Engagement and Relationship Management, particularly with public and private sector institutions.
  • Strong Strategic Thinking, Leadership, and Operational Oversight skills with the ability to translate strategy into execution.
  • Excellent Communication, Presentation, and Reporting Skills, including preparation of executive-level briefs.
  • Solid Analytical and Financial Modelling Skills to support credit and investment decision-making.
  • Proven ability in Government and Institutional Relationship Management, including engagement with regulators and development partners.
  • Ability to work both independently and collaboratively across cross-functional teams in a dynamic environment.
  • High level of integrity, adaptability, and commitment to the Bank’s mandate as a Development Finance Institution (DFI).
  • Experience working with financial institutions, DFIs, agribusiness projects, or donor-funded programs will be an added advantage.
  • Strong understanding of agricultural value chains, including crops, livestock, aquaculture, agro-processing, and agricultural input supply systems.

 QUALIFICATIONS AND EXPERIENCE

  • Holder of master’s degree in one of the following fields; Economics, Business Administration, Agricultural Economics, Finance, Accounts, Banking and Finance or equivalent qualification from recognized institutions with working experience of at least thirteen (13) years in related field.
